Washington State RTA Tax

To suppoer wonferful lightrail and bus systems which will be available in 10 years or so, we are stick with RTA tax on your license tab. My one year old SUBARU OUTBACK with the original MSRP of just over $40,000 (I did not pay that much), my RTA tax this year is $399 ... wich is supposed to be .8 to 1.1% of MSRP or car value. So my car is worth $40,000 ... Sound Transit, I will be happy to sell you y car for $39,990. They were ruled illigal to use atrificial depreciation schedule ... but we are stuvk with unti 2029 (next 12 years).
How fdo I opt out of this ... I guess I have to move out of Washington. Hmmmm
